J’ai le regret de vous annoncer que les 9èmes RIDEF prévus initialement en Tunisie du 16 au 25 décembre 2022 n’auront pas lieu. Pour des raisons indépendantes de sa volonté, le Comité Directeur de l’AIDEF, réuni ce 17 novembre par visioconférence, a pris à l’unanimité cette décision en raison de la situation actuelle en Tunisie qui ne permet pas de garantir leur organisation.
Les raisons de cette décision sont les suivantes :
- La démission fin octobre de la majorité du bureau fédéral de la Fédération Tunisienne des Échecs avec qui nous avions signé une convention d’engagements réciproques d’organisation.
- Les décisions contradictoires du ministère la Jeunesse et des sports tunisien qui dans un premier temps, en date du 18 août 2022 avait validé officiellement le dossier présenté. Mi-septembre j’apprends par la fédération tunisienne que le dossier a été saisi par l’inspection du Ministère de la Jeunesse et des Sports pour soupçon de conflit d’intérêt du fait que je suis à la fois l’organisateur de la manifestation et vice-président de l’AIDEF. Le 24 octobre le ministère revient sur sa première décision et annule sans motivation l’octroi de l’organisation des 9ème RIDEF.
- Suite à cette décision, les lettres adressés au Ministre par le président de l’AIDEF Patrick Van Hoolandt et par le président de la FIDE Arkady Dvorkovich sont restées à ce jour sans réponse.
- Une solution pour débloquer la situation avait été trouvée lors de ma réunion avec le chef du cabinet du ministre le 14 octobre. Pendant les jours qui ont suivi j’ai participé aux négociations entre la direction des relations internationales en liaison avec le ministère des affaires étrangères, le directeur général des sports, le directeur des structures, l’inspection et le chef de cabinet. Une note finale d’approbation devrait être préparée pour être signée par le ministre au plus tard le mercredi 16 novembre, mais pour des raisons ignorées et inexpliquées, elle ne l’a jamais été. J’ai passé toute ma journée au ministère à attendre en vain.
A ce jour, un mois avant le début des RIDEF, nous n’avons toujours pas la certitude qu’ils pourront avoir lieu. Pour cette raison et afin d’éviter une annulation de dernière minute qui serait préjudiciable aux organisateurs et aux participants, le Comité Directeur a pris ses responsabilités et a décidé l’annulation de la manifestation. Les billets déjà achetés seront remboursés aux participants.
Nous nous reverrons l’année prochaine en Côte d’Ivoire ou au Togo, ces deux pays s’étant portés candidats pour l’organisation de 2023.

Dear friends,
I regret to announce that the 9th RIDEF initially planned in Tunisia from December 16 to 25, 2022 will not take place. For reasons beyond its control, the AIDEF Management Committee, meeting on November 17 by videoconference, took this decision unanimously because of the current situation in Tunisia, which does not guarantee its organization.
The reasons for this decision are as follows :
- The resignation at the end of October of the majority of the federal board of the Tunisian Federation of Chess with whom we had signed an agreement of reciprocal organizational commitments.
- The contradictory decisions of the Tunisian Ministry of Youth and Sports which initially, on August 18, 2022 had officially validated the file presented. In mid-September I learned from the Tunisian federation that the file had been seized by the inspection of the Ministry of Youth and Sports for suspicion of conflict of interest because I am both the organizer of the event and vice-president of AIDEF. On October 24, the ministry reconsidered its first decision and canceled without giving reasons the granting of the organization of the 9th RIDEF.
- Following this decision, the letters addressed to the Minister by the president of AIDEF Patrick Van Hoolandt and by the president of FIDE Arkady Dvorkovich have remained unanswered to date.
- A solution to unblock the situation had been found during my meeting with the head of the minister’s cabinet on October 14. During the days that followed, I took part in negotiations between the international relations department in conjunction with the Ministry of Foreign Affairs, the director general of sports, the director of structures, the inspectorate and the chief of staff. A final note of approval should be prepared for the Minister’s signature no later than Wednesday, November 16, but for unknown and unexplained reasons, it never was. I spent my whole day at the ministry waiting in vain.
To date, one month before the start of the RIDEFs, we still have no certainty that they will be able to take place. For this reason and in order to avoid a last minute cancellation which would be detrimental to the organizers and the participants, the Management Committee has taken its responsibilities and decided to cancel the event. Tickets already purchased will be refunded to participants.
We will meet again next year in Ivory Coast or Togo, these two countries having applied for the organization of 2023.
